The Education Accountability Act of 1998 created the Palmetto Gold and Palmetto Silver awards program. Award criteria were
developed by the South Carolina
Education Oversight Committee, and were based on the
absolute and improvement ratings on the school
report cards. Each winning school receives a
portion of the $1 million in state lottery funds
earmarked for the awards program.
