School Report Cards
Higher Rating Requirements Begin with 2004 Report Cards
Greenville, SC – Fifty-four Greenville
County schools received an Excellent or Good Absolute Rating on 2004
School Report Cards despite higher rating requirements.
The School Report Card rates schools and school districts based on student
achievement. The Report Card includes two ratings -- an Absolute Rating,
which indicates student achievement measured against the State target
level (2010 goal) of performance, and an Improvement Rating, which shows
the progress of achievement scores for the same students from one year to
the next. For ratings, schools and districts receive a designation of
Excellent, Good, Average, Below Average, or Unsatisfactory.
This is the first year that the School Report Card includes higher
requirements to determine a school’s Absolute Rating. Rating requirements
increase one-tenth of one point each year beginning this year. This means
that it is more difficult for a school to obtain an Excellent, Good or
Average rating. The impact is cumulative over time.
“We are pleased that almost two-thirds of our schools (62%) received
either an Excellent or Good Absolute rating, the two highest possible
ratings.” said District Superintendent Dr. Phinnize J. Fisher. “Our State
accountability system, ranked among the toughest in the nation and based
on achievement requirements that increase each year beginning this year,
requires continuous improvement in student achievement for schools to
improve or at least maintain their current ratings. Parents, students,
teachers, administrators, and other staff at each school are working as a
team to ensure that all students are learning.”
Results for South Carolina schools released by the State Department this
morning include 19 Greenville County public schools that received an
Absolute rating of Excellent and 35 schools that received an Absolute
rating of Good. Twenty-two local schools rated Average. Eleven schools, or
12 percent, did not receive at least an Average rating. Among those
schools, nine rated Below Average and two rated Unsatisfactory. The school
system, as a whole, received an Absolute Rating of Good.
Improvement ratings remained virtually the same as last year with 24
schools receiving a rating of Excellent or Good. Seven received a rating
of Average and 19 schools rated Below Average. Thirty-seven schools rated
Unsatisfactory, a decrease of seven schools from 2003 results.
School and District Report Cards will be sent home beginning today. All
parents should receive their Report Cards no later than Monday, December
13.
